You might be able to do it this morning when the auctions off tens of thousands of dollars worth of securities that it seized from delinquent taxpayers. <br />The auction will be held in San Francisco on the ninth floor of the state office building at 50 Fremont St. <br />Thanks to an obscure state law, the agency that administers the state's tax code isn't allowed simply to sell seized securities on the open market, spokesman says. The law requires an auction of any seized property other than cash. <br />The law is so obscure that the board didn't know about it until a year or so ago. Until then, the board's standard procedure was to sell seized securities through the broker who held them for the taxpayer's account. There were about 20 such liquidations during 1995. Shepherd said one of the brokers finally pointed out that it couldn't be done this way that an auction was required.
